The second commemorative issue of postage stamps for 1985 features the International Youth Year (IYY)
At its thirty fourth session the United Nations General Assembly in its resolution 34/151 of 17 December 1979 designated 1985 as International Youth Year.
On the 13 November 1981 the General Assembly adopted resolution 36/28 entitled “Internation Youth Year – Participation Development Peace”. The resolution was adopted in recognition of the importance of direct participation of Youth in the development process and the necessity of disseminating among Youth the ideals of peace respect for human rights and fundamental freedom, human solidarity and dedication to the objectives of progress and development.
Malaysia celebrates IYY at National, Regional and International levels: involved in the celebration are the Ministry of Culture, Youth and Sports, various government ministries and agencies, Asian Youth Council, Commitee of Asean Youth Cooperation, Malaysian Youth Council, ESCAP, UNESCO, United Nations Volunteers, Commonwealth Youth Programme etc.
The U.N. has expresed its hope that IYY will deal with important issues that face young people. In pursung these issues and in keeping with the theme of IYY, Malaysia is planning and developing a number of projects.
This include: National Level, Regional Level, International Level
Increasing Youth membership Youth Club. To achieve the objective of 2.5 million members, membership drives have been stepped up especially in rural communities, squatter areas, industrial estates and housing schemes

The programme would commence in August 1985. The object by the programme in to promote the well being and development of young people in the ASEAN region. The topic of the Forum is: Youth Participation in Development
Youth Photographic Competition and Exhibition
The theme of the Competition will be the theme for International Youth Year: Participation Development Peace
Youth Productivity Festival
The purpose is ti stimulate the public to recognize youth productivity in all areas and also to enable youth to be aware of their potential as productive units and or as entrepreneurs.
Youth Festival of performing arts songs
The festival will be held in Manila between 14th to 21st September 1985
ASEAN Essay Competition
The essay competition is being sponsored jointly by the Malaysian National Commission for UNESCO in Malaysia and the Malaysian Youth Council.
ASEAN Rovermoot and Youth Camp
The camp would be held at Boy Scouts National Camp at Cibubur, Jakarta
International Youth Work Camp
The main objectuve is to promote friendship, mutual understanding and close co-operation among youths of different nations.
Youth Entrepreneurship Development Course
The course will be held at the Youth Training Centre Pertak, Kuala Kubu Bharu, Malaysia
International Youth Rally
The rally arms to get the participation of the Youth of Asean and other countries to celebrate jointly the National Youth Day of Malaysia in the International Youth Year 1985. The theme of the rally – Participation Development Peace
